What is a Vegetation Management Plan (VMP)?
A Vegetation Management Plan (VMP), also known as a Biodiversity Management Plan (BMP) is a document that details the management of native trees, shrubs, and other vegetation in relation to a development that is proposed.
Councils across greater Sydney, Central Coast, Newcastle/Hunter Valley, Wollongong, Southern Highlands, Central West, and regional New South Wales, Australia may require you to commission and submit a VMP as part of the Development Application (DA) process.
The Vegetation Management Plan is sometimes referred to as a:
- Vegetation Rehabilitation Plan
- Biodiversity Management Plan
- Bushland Management Plan
Councils often have their own internal 'triggers' detailed in a Development Control Plan (DCP) or policy and accompanying mapping that require proponents of DA to produce a VMP.
The construction of new dwellings, building extensions, tracks/roads, factories/offices and subdivisions all typically require a VMP if the DA is located on 'Waterfront Land' as defined as 40 metres from the 'top of bank' of any shore, watercourse, creek, river, wetland or lake in accordance with the New South Wales Water Management Act 2000. Developments on 'Waterfront Land' are called 'Integrated Developments' which require the comment and approval of the current department responsible for Water Regulation in NSW.
The NSW Water regulatory department has produced a set of guidelines on how to prepare a VMP. What is typically included in a Vegetation Management Plan (VMP)?
A Vegetation Management Plan typically includes following:
- Aims and objectives of the VMP
- A detailed map and description of the development site to be managed in accordance with the VMP
- The location and detail of the 'Management Zones' which are smaller areas within the overall VMP area which will require different management actions.
- Key Performance Indicators (KPI) which are used as criteria against which to monitor the success of VMP implementation
- Methods for monitoring of VMP implementation
- Timeline and duration for the completion of the management actions and monitoring (can vary between three and ten years, depending on the regulatory authority)
